The force is small and rural. Snow delays its backup at the pharmacy siege, and the squad car that took the call about the stolen car has a radio that does not work while the car is moving. (Roulet Estate 02, Roulet Estate 03)

History

Roulet Estate 02

After the agents call the FBI's DC office from the clown mansion, a chubby officer who was supposed to be on holiday break arrives at the Roulet House, inspects badges and the basement ("Yep, that's two corpses"), and promises to call the medical examiner and take statements. He asks for a description for an APB on the stolen car. Andrew hesitates, then describes it as shirtless, pale and bald. Moments after the officer leaves, Andrew realizes that the figure had nipples and shouts it across the room, and a passing officer gives a slow thumbs-up. (Roulet Estate 02)

Roulet Estate 03

The next day the agents wait at the house hungover and drugged, while officers ask to see Andrew's FBI ID about four times. The agents had reported the murders only by police radio to a secretary at the force, who said she would relay it to the FBI; no reply has come. (Roulet Estate 03)

A young officer, the balding cop, drives them toward the Brooks Pharmacy, where he is shot dead. Todd surrenders command to Andrew. Two other cops behind their squad car decline to cross the lot, and Huell vows to get them fired. After the siege, officers arrive in force, cut leg holes in a big fluffy winter hat so the naked Kurt has something to cover himself with, rip off the gunman's mask and arrange for his pills.
