Enemy Action

Enemy Action is President George H. W. Bush's explanation for the events in Georgia: that the surveillance of Bill Clinton in the same town as the task force was no accident but a deliberate attack on the continuity of American leadership.

The theory

In the Oval Office scene of Walkers 01, Bush tells Andrew Howard that he expects to lose to Clinton within days. He does not believe it was pure coincidence that "some criminal with a bunch of ape-men" was surveilling Clinton in the same town as the task force, and says: "There is coincidence, there is miracle, and there is enemy action. That is enemy action." In his view a power arranged it to remove him from the game and break the continuity of leadership. He says it might be China, the remnants of the Soviets, or "something else altogether, from somewhere else", and adds, "you hit one of them with your car" (Andre (as George H. W. Bush), Walkers 01).

Bush warns that there may be agents working against the country even from within its own organizations. He tells Andrew that whatever the next administration says, he is "personally responsible for the survival of the United States of America". Andrew replies that this has been his responsibility his whole life, then delivers a long talk on the Aetherius Society, the Masters and a "spiritual battery" of good energy, while the camera zooms in on Bush's face going slowly blank (Walkers 01). See Aetherius Society.

Context

  • The scene follows the scandal. Andre later says that since "the double scandal" Ross Perot polls above 45% in most polls, while Bush leads clearly only in Texas (Walkers 01). See Clinton Surveillance Scandal and Alternate history.
  • Bush says he started the task force only because his son, George W., made him promise to look into the paranormal if he won, and that he never believed in "wacky tobacky hootenanny bullshit" and was humoring him (Walkers 01).
  • Bush's tone is grim, but the scene is played for comedy, ending on Andrew's Aetherius Society monologue (Walkers 01).

What remains unknown

  • Whether Bush's "enemy" exists. The ape-man operation in Dahlonega, a gold-mining ring run by Jan Martense, has no clear link to a foreign power. The team does conclude that someone deliberately piped explosive gas into the mines, and the culprit is never identified (see The Crack in the Air). The Biz did receive KGB tasking before the case (see Spy Camera and Microphone), but Bush is never shown learning of it.
  • Who the "enemy agents" inside US organizations might be.
